Reunification
South Korea is willing to reunify the Korean Peninsular. This could improve the lives of North Koreans massively as they would recieve aid from South Korea and their ally, the United States. However, adding 25 million Koreans could be potentially devastating to South Korea's economy. Reunifying Korea is estimated to cost South Korea over $2 trilion
Education
Attempting to educate the North Korean population could help start a revolution to bring change. Educating them would expose the truth about Kim Jong Un and could persuade North Koreans to stand up against their oppressors. However, it is extremely hard to enter North Korea thanks to its self-isolation laws, and entering the country illegally could put more lives at risk.
